Civic Awards celebrate outstanding local people

L-r: Phoebe Leigh Grant, Dave Crump, Jennie Gilling, Mayor Andrew Cooper and Andy Clark

Local community heroes have been celebrated at the town’s annual Civic Awards.

The awards, organised by Warminster Town Council, recognise local people who demonstrate community spirit and have ‘gone the extra mile’.

Andy Clark was the winner of the Civic Award for his tireless work and passion with Warminster’s branch of the Royal British Legion. Jennie Gilling was awarded the Civic Green Award for her commitment and work with the Community Orchard. Phoebe Leigh Grant received the Junior Civic Award for her dedication and support as a young carer. The Mayor’s special award for kindness to the community went to Dave Crump, the town’s Number 50 bus driver.

The awards are nominated by the public and voted for by Warminster town councillors.

Andy Clark has helped the RBL branch become more active and inclusive, supports veterans and the local community through welfare visits and outreach, and educates young people via schools, cadet forces and community radio.

He said, “I am deeply honoured to be nominated, and more overwhelmed to actually be given the award.

“A person cannot get an award by themselves; it takes a lot of support from other people. That’s why I wanted to thank my family first of all, and also all of the organisations who I’ve worked with over the years, because I don’t just class it for this year.”

Jennie Gilling was awarded for her leadership of volunteers caring for Warminster Community Orchard. She also contributes to Sustainable Warminster, supporting local conservation, sustainable living and the protection of the town’s landscapes.

Jennie said, “I inherited the task of taking on the orchard, which has been a focus for the last year, from my husband who passed away. I took it on, and it’s been a very good thing for me to do, actually.

“There are a lot of ideas to carry it forward, and we have two events coming up, which are always popular. The wassail is the next one in January.”

Phoebe Leigh Grant was recognised for her dedication and support as a young carer. Phoebe is 14 years old and provides support every day to help her mum live independently.

Phoebe said she was “overwhelmed” to receive the award. Her mum said she was “very proud of her.”

Dave Crump, who drives the Number 50 bus within the town, was recognised for his friendliness and positivity. He also decorates his bus throughout the Christmas period for the community to enjoy.

Warminster Mayor, Andrew Cooper, said, “Dave is known by all for his kindness, his diligence, and for reaching out to help and support those who need care and reassurance.

“In short, Dave always goes significantly over and above his normal duties. Everybody knows him and everybody likes him. He is a true friend of Warminster.”

Dave said, “I sometimes think I’m just doing my job; I did not expect to get this!

“I’m blown away. It’s so nice to hear how much people value it in the community. This has opened my eyes to it.

“I love the area, and I love the people, and I think they know that.”

The winners were presented with certificates at an awards event on Monday 8th December. They celebrated alongside family, friends and town councillors, sharing afternoon tea together.

  • Crowds flock to Warminster for Spring in the park

Thousands of people visited Warminster’s Lake Pleasure Grounds as the community celebrated the return of the Spring in the Park event on Sunday 3rd May.

Stalls from local traders and charities lined the park, alongside a dog show, a mechanical rodeo bull competition and live performances from Rock Choir, The Slips Duo and The Athenaeum Masqueraders. Visitors also took part in a Splat the Alien game, where councillors and volunteers were targeted with wet sponges.

Boats and canoes were available to hire and proved popular across all ages, joining activities from the Warminster Model Boat Club on the water.

A spokesperson for Warminster Town Council said, “These events keep getting better and our town continues to thrive – today was a great advertisement of what the Warminster community offers.

  • New CCTV cameras to be added to town park

New CCTV cameras will be installed at the main entrance of the Lake Pleasure Grounds following the approval of a Community Infrastructure Levy (CIL) grant.

A CIL grant of £5,748 (plus VAT), funded by housing developers’ contributions to local infrastructure, was approved by councillors at a Town Council meeting last month to pay for the new equipment. The money will also pay for the Warminster and Westbury CCTV partnership to increase the capacity of the NVR server, the central hub which records and manages video data.

Earlier in the meeting, PC Chris Rideout from the Warminster Neighbourhood Policing Team described the CCTV partnership as “fantastic.”

He said, “We’ve been having quite a spate of shopliftings lately. We had quite a big one from Boots last week with one individual, it actually turned out to be just over £1,000 in one hit.

“It’s great to be able to work with the CCTV cameras, they were brilliant, they’re so quick on it, and we managed to catch him coming across Waitrose car park, and we had all the belongings back to Boots within an hour.

  • Warminster charity receives boost from local business

A donation from a local estate agent is set to help a Warminster charity continue providing specialist support for people living with neurological conditions.

The Wessex MS Therapy Centre has received £538.73 from local estate agents Cooper and Tanner to support its ongoing work.

The funds will help the centre deliver therapies and support designed to improve quality of life for people living with Multiple Sclerosis and other neurological conditions.

“We are always so grateful for the support of local businesses in the town. Contributions like this make a real difference and help us continue to provide essential services to those who need them most,” said Amanda, the centre’s fundraising and events coordinator.

  • Warminster and Flers celebrate 53rd year of twinning

A group from Flers in Normandy recently visited Warminster for a weekend to celebrate 53 years of twinning between the two towns.

Warminster has been twinned with Flers since 1973, with annual visits alternating between the two communities.

During the opening day of this year’s visit, guests enjoyed a demonstration of Morris dancing by White Horse Morris.

“It’s very nice, it’s the second time we have seen the dancers,” said Frederic, president of the French twinning committee, who first visited Warminster on a twinning trip in 2018. “It’s my third time here, it’s a lovely country.”

  • Report slams council housing firm over debt and failure to build

By Local Democracy Reporter Peter Davison

A new report has blasted a Wiltshire Council-owned housing company, saying it is £4 million in debt and has failed to build a single house in six years.

Wiltshire Council set up two “arm’s length” property companies in 2019. Stone Circle Development Company was created to build and acquire homes, while Stone Circle Housing Company rents homes to key workers, refugees, and those at risk of homelessness.

The interim report by Wiltshire Council’s Stone Circle task group criticised an ongoing lack of scrutiny, saying important meetings were held behind closed doors.

Presenting the report to the council’s Overview and Scrutiny Management Committee, task group chairman Cllr Gerry Murray said, “This report does not make comfortable reading for anyone.

“It concludes that after six years of operations, the Stone Circle Development Company has incurred just under £4 million of debt to the council taxpayer, and to date it has not delivered a single home, affordable or otherwise.

“It has two assets – a site in Calne forecasting a half-million-pound loss, and a site at Tisbury with planning permission obtained in 2023.”

  • Coffee morning supports local charity

A coffee morning has raised more than £150 for a Warminster-based charity.

The event raised money for Warminster Action Group (WAG), a grassroots charity supporting people in Warminster with practical help, connection and opportunities.

“On behalf of Warminster Action Group, I would like to thank everyone who baked cakes and made Easter gifts for the event, and to all those who attended and showed their support,” said Debbie Jolliffe from WAG.

“We are extremely grateful to the United Church for hosting the event for us. It’s so wonderful to see the local community unite to benefit a local charity.”

  • Plans to convert former National Trust property into short-stay accommodation

By Local Democracy Reporter Peter Davison

A country house formerly owned by the National Trust could be turned into “high-end short-stay accommodation,” under new plans.

Kindred Living Project wants to turn the former Eastleigh Court and its adjoining stables at Bishopstrow, near Warminster, into short-stay self-catering accommodation for up to 56 guests at a time.

The company also wants to erect a new ancillary pavilion building and swimming pool.

The demolition and rebuilding of a single-storey extension, erected in the 1990s by the National Trust, is also included in the plans. The company also wants to make repairs to the roof and windows.

Kindred Living Project was founded by Anna Anderson and Sam Hampson in 2018 to “create beautiful gathering spaces to encourage connection, celebration, and community.”
